Many MLAs in Telangna, especially in Greater Hyderabad, do not seem to be interested in taking up small developmental works in their constituencies, even though every area in their constituency badly need some development such as improvements to parks, community halls, rytu bazars, improving the facilities at government schools and social welfare hostels, building decent bus shelters, buying books for libraries, donating computers to welfare hostels etc. Government allocates money for MLAs to spend on works which the legislator thinks important and can’t wait for regular developmental scheme to take care of them. But our honorable members seem be little interested in these things small. Barring a couple of ministers, many MLAs failed to utilise Constituency Development Fund given to them every year to spend on useful purpose that last.
The program “Assembly Constituency Development Program (ACDP)” was launched in April 2005 during the days of united Andhra Pradesh to promote important developmental work in their constituencies. The scheme was implemented during 2006-08. Later it was revived in 2010-11 as Constituency Development Program(CDP) with an annual allocation of Rs 1 crore. The works under the scheme should be developmental in nature based on locally felt needs and the emphasis is on creation of durable assets. Now, after the formation of T-state the funding has been enhanced to Rs 1.5 crore.
Guidelines stipulate that proposals received from the MLAs/MLCs should be scrutinized by the District Collectors and if found in order, sanction should be accorded for works within a period of 30 days from the date of receipt of proposals and the works should be completed within nine months thereafter. Under no scheme funds are released so quick. Lok Satta party secured the information on the spending of funds by ministers and MLAs in the state under RTI provisions. According to the information provided by Lok Satta, Deputy CM Mohd Mahmood Ali failed to send proposals for the year 2014-15. So was Khairatabad BJP MLAs Chintala Ramachandra Reddy. Rs 1.06 crore remains unspent in the account of TRS Malkajgiri MLA C Kanaka Reddy from the Rs 3 crore allotted for 2014-15 and 2015 -16. The MLAs who could not avila the constituency development fund are Teegela Krishna Reddy (Rs 1.06), Arikepudi Gandhi (about Rs 1 crore),R Krishnaiah (about Rs 1 crore) and NVSS Reddy (about Rs 1 crore). M Krishnarao, who represents Kukatpalli availed just Rs 80 lakh till August 2015. He had sent proposals for Rs .1. 50 crore in the last six months. The MLAs who availed the full amount for their constituencies are T Prakash Goud, Vivekananda , who defected to TRS from TDP recently). Reason according to sources in the government, these works may be useful for the constituency, they don’t bring ‘much’ to the MLA.
