Andhra Pradesh assembly speaker Dr Kodela Sivaprasada Rao’s dream of conducting assembly sessions in the new capital region – Amaravati seems to be a futile attempt for the time being. In fact earlier this year during budget sessions of the assembly in Hyderabad, he announced that these are likely to be last sittings in the joint capital city and the next monsoon session would be conducted in and around Amaravati.
He made elaborate exercise too. First he prepared a project report to construct makeshift building in Amaravati itself to conduct the session. But Chief Minister Chandrababu Naidu and others discoursed him by asking why need to spend crores of rupees for a five-day session.
Then he proposed to conduct the session at Koneru Lakshmaiah College or tourist destination Haailand. This proposal also has led to severe criticism asking how assembly sessions could be held at private places.
This makes Kodela to conduct sessions in Hyderabad itself with a hope the assembly building will be get ready by November, so that winter session may be conducted in the new building during December.
Now, Chief Minister is proposing to conduct winter session during third week of this month. Though civil works were completed, officials are stating that it would take atleast two more months to complete interior works.
This makes Kodela to conduct winter session too in Hyderabad and the new building is likely to be ready for budget session, normally begins in February. However, the officials are worried how to provide accommodation for about 1,000 persons in and around Amaravati.
MLAs and MLCs together will be about 225 and same number of IAS, IPS and other senior officials need to attend. Besides, large numbers of other support staff and security personnel to be stationed there. In the present circumstances, it was felt it would be difficult for the government to provide accommodation without taking up construction of MLAs and officials quarters.
