Andhra Pradesh government today constituted a High-Powered Committee to study the Swiss Challenge proposal submitted by Singapore consortium to construction the capital Amaravati in the overall interest of the State and development of Amaravati in the backdrop of greenfield development.
Finance minister Yanamala Ramakrishnudu is the chairman of the committee. The member are P. Narayana (Municipal minister), Ajay Jain (Princpal secretary, CRDA) ,P.V. Ramesh (Principal secretary, finance) ,Kutumba Rao( Vice Chairman, Planning Council, Andhra Pradesh),D. Lakshmi Parthasarathy, (Chairman & Managing Director, Capital City Development & Management Corporation Limited),N.Srikanth,(Commissioner, Capital Region Development Authority, Vijayawada), Prakash Gaur,(MA&UD), B.S. Chakravarthy andSharat Kumar ( both Chartered Accountants).
The committee will conduct negotiation on behalf of the Government of AP with the Singapore Consortium of Ascendas – Singbridge and Sembcorp Development Ltd on the componets of the Swiss Challenge propossal they have submitted to the state government.
The commitee has been askd to submit a report with recommendations to the Government for necessary orders within 15 days of constitution of the committee. The Committee can conduct its work either from Hyderabad or Vijayawada as per requirement.
The Ramakrishnudu’s high-level committee will identify, address and resolve the issues relating to the proposal with the consortium to make the proposal Swiss challenge method compliant before calling for counter proposals . The committee will look in to four aspects:
1. if Scale and Scope of the project is in line with the requirements of the State, 2.whether the sharing of risks as proposed in the Concession Agreement is in conformity with the risk-sharing frame-work as adopted or proposed by the Government for similar projects if any; 3.if the project is in conformity with long term objectives of the Government and, 4. other relevant acts like Andhra Pradesh Infrastucture Development Enabling Act, APCRDA Act etc
