Telangana Chief Minister K Chandrashekar Rao seems to be making moves to dilute SC/ST Sub Plan funds allocations. Already the opposition parties making huge cry accusing the government of diverting SC/ST sub plan funds for some other purposes.
Madiga Reservation Porata Samithi (MRPS) president Manda Krishna Madina alleged that since formation of the present government, from the last two and half years as many as Rs 17,500 crore funds, intend for SC/ST welfare, were diverted.
The state cabinet meeting to be held tomorrow is likely to discuss on the fate of SC/ST Sub Plan. N Kiran Kumar Reddy government had brought out a legislation in the united Andhra Pradesh for implementation of SC and ST sub-plan funds. There by, he made it legal to spend the funds. However, the Telangana government did not adopt the legislation till now.
In the recent meeting with SC/ST law makers, Chief Minister Chandrashekar Rao while accepting in principle for allocation of funds for their welfare in proportion to their population, expressed some logistic problems in view of the new budget format.
Chief Minister stated on the need for a complete change in the pattern of SC/ST Sub Plan, in the wake of the Union Cabinet deciding to forgo the plan and non-plan pattern of the budget and bring in revenue and capital expenditure (due to the GST bill) in its place. So, the State government is making moves to make some amendments to the sub-plans.
In this regard, Chandrasekhar Rao has constituted SC and ST committees with the elected representatives and elicited the views of the SC and ST MLAs, MLCs and MPs on how to spend the SC and ST sub-plan funds.
CPM MLA Sunnam Rajaiah alleged that the Chandrasekhar Rao government is plotting to dilute SC/ST Sub Plan. Though Chief Minister has been showing great sympathises towards these sections, he said in practice acting against to their interests.
